The Government of Canada funded a statistical capacity-building initiative for the Caribbean region, the Project for the Regional Advancement of Statistics in the Caribbean (PRASC), that ran from March 2015 to September 2023.
This initiative aimed to strengthen the statistical system of the Caribbean in order to improve socio-economic measures and support evidence-based policy making.
Through PRASC, Statistics Canada worked with National Statistical Offices of 14 Caribbean Community (CARICOM) countries and other organizations active in the region by providing training and bilateral assistance to develop robust statistical methods and approaches for use in the region. Resource materials made available through PRASC are shared here.
To learn how to use the PRASC Knowledge Base, please view this video.

When using administrative data to maintain a Business Register (BR), there is often a need to link the two data sources together. When dealing with small populations, there is no need to develop elaborate linkage strategies; however, there are some tricks that can be used to make the exercise more efficient. This document provides guidance and methods for manual record linkage and summarizes various aspects of a matching exercise.

This document presents the Permanent Random Numbers (PRN) sampling method that is easy to visualize, understand and apply. It also allows for some easy techniques for sample rotation, sample coordination between surveys and the management of births and deaths. Additionally, since it is a form of simple random sampling, the weighting theory is straightforward.

This document is the agenda for the Information Management train-the-trainer workshop. It provides an overview of the topic of each presentation. This course prepares participants to customize and deliver information management (IM) training to national statistical organizations (NSO), based on the model presented in this course. Participants will learn the information management principles and practices required to conduct IM workshops, and to provide general advice on information management practices within NSOs. This course will also ensure that the trainers have techniques to enable them to determine how to adapt the material to suit the needs of the NSOs to which they are delivering the workshops.

The questions proposed below are based on Statistics Canada’s 2016 Census and are organized in different categories. Note that they are just examples to get you started; you may wish to not use some of them, modify the wording and/or add other questions, depending on your country and national statistical office’s contexts. The CONTENT INVENTORY serves as a registry of all the products published or to be published on the website. It can be used as a planning tool to see what is being prepared, what is ready for release or what is published. If the Content Inventory is strictly used as a registry of products published, the number of columns could be paired down to only keep the ones of value for this purpose. It is important that the Content Inventory be always kept up to date. For that
reason, the NSO should not hesitate to customize the Content Inventory to fit the NSO needs and be easy to maintain.

This document provides templates and examples to support the organization and implementation of a communications plan. Once a communications plan has been developed, use this document to identify and organize objectives, milestones, Key messages, and audiences. Then establish a calendar for the various communications messages and products, and for the Social media campaign. This is especially useful for large-scale programs, such as the Population Housing Census and the Country Poverty Assessment, but can certainly be useful for all surveys or advocacy activities.

This document provides an example of census campaign components prepared by the Statistical Institute of Belize for the 2020 round of the Population and Housing Census (PHC). Such a document complements a communications plan to support its organization and implementation. Included are recruitment, collection and disseminaiton activities and key messages and allow for the organization of objectives, milestones, key objectives and audiences. This is especially useful for large-scale programs, such as the PHC and further can be useful for other surveys or advocacy activities. Note that due to COVID-19, the actual dates of activities differed, however the content provides a good example of a communicaions plan.
