dc.description.abstractEn la década de 1980 y principios de los años noventa, los países del Istmo Centroamericano transitaron hacia un nuevo modelo de apertura económica, cuyo motor de crecimiento eran las exportaciones y la atracción de inversión extranjera directa (IED);, al tiempo que se reducía la intervención del Estado. El cambio del modelo respondió principalmente a la necesidad de encontrar nuevos mecanismos que permitieran generar mayores tasas de crecimiento económico. La expansión del comercio internacional y la atracción de IED son reconocidos en la literatura empírica y teórica como factores importantes de crecimiento económico por su impacto en la creación de empleo, generación de divisas y transferencia de tecnología, entre otros. De especial importancia para lograr un crecimiento sostenido es el efecto potencial de la apertura comercial en el desarrollo de capacidades tecnológicas. No obstante, la apertura por sí misma no garantiza el desarrollo de capacidades: es necesario que la economía en su conjunto realice grandes esfuerzos, y en este sentido la política pública en materia de ciencia, tecnología e innovación tiene un papel central. En el presente documento se estudia la relación entre expansión del comercio internacional y atracción de IED, y desarrollo de capacidades tecnológicas en los países del Istmo Centroamericano, con el propósito de determinar si existe una relación positiva generadora de crecimiento sostenible. Asimismo, se identifican elementos de política pública que es necesario fortalecer en estos países para que dicha relación contribuya al desarrollo tecnológico de la región. El análisis sobre el proceso de apertura comercial y el CEPAL - Serie Estudios y perspectivas No 81 Apertura comercial y cambio tecnológico en el Istmo Centroamericano se apoya en fuentes secundarias y en bases de datos de la Comisión Económica para América Latina y el Caribe (CEPAL); y otros organismos internacionales. La discusión sobre políticas de ciencia, tecnología e innovación se nutre del trabajo de campo realizado por los autores en el segundo semestre de 2006. The commercial aperture and technological advancement in the Central American Isthmus Abstract: In the decade of 1980 and the beginning of the nineties, the countries of the Central American Isthmus initiated a new process of economic aperture. The process was initiated by means of exports and the attraction of foreign direct investment as well as a reduction of state intervention in trade affairs. The change of the model may be seen as a response to the necessity of finding new mechanisms to stimulate economic growth. The expansion of international trade and attraction of foreign direct investment are recognized in empirical and theoretical literature as important factors behind economic growth due to its ability to generate employment, foreign exchange transfers and technology transfers, among others. The potential effect of commercial aperture in the development of technological capacities is important for enabling sustainable growth. However, aperture will not guarantee this development by its own. It is necessary for the economy as a whole to make great efforts. In this sense, public policies for science, technology and innovation have a key role. As such, the main objective of this report is to shed light over the relationship between the expansion of international commerce, the attraction of foreign direct investment, and the technological advancements of the countries of the Central American Isthmus, in order to determine whether this relationship may result in generating sustainable economic growth. The report identifies elements within public policy that need strengthening in the countries of the region, in order to enable said relationship to contribute to technological advancements. The analysis over the regions process of opening the market and the development of ECLAC- from the essay series "Estudios y perspectivas No 81 Apertura comercial y cambio tecnológico en el Istmo Centroamericano",  was aided by sources such as the database of the Economic Commission of Latin America and the Caribbean (ECLAC); and other information published by international organizations.The discussion over science policies, technology and innovation adjoins the investigative field wasinitiated by different authors in 2006.
