Abstract
En el presente trabajo se analizan los objetivos, la secuencia y la naturaleza del proceso de liberalización y privatización de las telecomunicaciones adoptado en Guatemala. Asimismo, se plantean las características de esta reforma y los resultados obtenidos, además de evaluar las condiciones de competencia en este mercado después de una década de apertura. También se identifican los aspectos que han limitado un mayor dinamismo de la actividad y las implicaciones que tendrá el DR-CAFTA para el desarrollo del sector. En el documento se termina reconociendo que los resultados de esta reforma para Guatemala han sido muy beneficiosos, pero existen preocupaciones sobre la competencia y el dinamismo que ésta podría tener a futuro, dada la institucionalidad jurídica y sectorial con que se cuenta en la actualidad. Competition and regulation of telecommunications: the case of Guatemala Abstract: This report analyzes the objectives, sequence and nature of the liberalization- and privatization process of the telecommunications industry in Guatemala. As such, the report sheds light on the characteristics of this reform and the results obtained. It also evaluate s the competition brought on by a decade of openness.  The report also identifies the aspects that have limited the evolution of dynamic activities, while highlighting the implications of DR-CAFTA for procuring development within the sector. Finally, the report concludes that although the reforms brought on by the treaty have been very beneficial for Guatemala, given the current institutional, legal and sectorial disposition, concerns still exist pertaining to the treaty's future effects on competition and dynamism.
