Abstract
En el contexto del número limitado de aerolíneas que operan en el Istmo Centroamericano, en el presente estudio se exploran las condiciones de regulación económica aérea con las que funciona la industria. Este análisis es importante porque las condiciones que restringen el comportamiento de las aerolíneas establecidas y las posibles entrantes tienen un impacto en la estructura de la industria y el bienestar de los consumidores. La regulación económica aérea en el mundo es un cuerpo complejo en el que interactúan regulaciones multilaterales, bilaterales y nacionales. En el Istmo Centroamericano, por una parte, las distintas regulaciones han cercado la entrada para las nuevas aerolíneas. Por la otra, en algunos mercados relevantes a nivel de ruta, la falta de entrada se explica principalmente por los modelos de red con los que operan las aerolíneas establecidas. En el trabajo se sugieren políticas públicas como el fortalecimiento institucional de los reguladores, mayor coordinación entre éstos y las autoridades de competencia y la política de cielos abiertos como opciones facilitar la entrada de nuevos competidores. Economic regulation of airlines in the Central American Isthmus Abstract: In light of the limited number of airlines that operate in the Central American Isthmus, this study explores the conditions of economic regulation that operate the airline industry. This analysis is important because the conditions that restrict the market behaviour of the established airlines and possible new competitors, have an impact on the structure of the industry and the well-being of the consumers. Economic regulation is a complicated issue in which multilateral, bilateral and national regulation interacts. On the one hand, certain regulations have attempted to facilitate the entrance of new airlines into the market.On the other hand, for some markets relevant on a "route" level, the lack of new competitors is mainly due to the network models uder which established airlines operate. The report suggests public policies for providing and strengthening a regulatory and institutional framework, and thereby provide better coordination between the airlines and the authorities of competition, as well as provide policies for open skies for facilitating the entrance of new competitors into the market.
