El papel del mercado interno en la dinamización del crecimiento en la subregión norte de América Latina

Resumen

En este trabajo se busca explicar la siguiente paradoja. Aun cuando en las dos últimas décadas los países de la SRNAL registraron una acelerada expansión de las exportaciones de magnitud comparable a la obtenida por las economías exitosas del Este Asiático y la chilena, el crecimiento del PIB por habitante resultó inferior al de estos últimos y además padeció una elevada volatilidad. La débil generación de empleos determinó oleadas de emigraciones, elevados coeficientes de pobreza y la explosión de la informalidad productiva.Uno de los hallazgos del estudio es la marcada divergencia existente entre la evolución de la demanda interna (lenta y escasa) y la de las exportaciones (intensa y veloz). La SRNAL evidenció una limitada capacidad para extraer crecimiento económico del éxito exportador, a consecuencia de la reducida vinculación entre las exportaciones y el resto de la economía. De hecho, el PIB no exportable en términos por habitante avanzó en forma mediocre y en algunos casos retrocedió.Es indudable que los países de la SRNAL requieren acelerar la tasa de crecimiento del PIB para generar empleos y abatir elevados índices de pobreza. Las mencionadas experiencias internacionales exitosas sugieren adoptar opciones de política que combinen la integración externa con la integración interna, a causa de que no existen mecanismos automáticos que potencien las derramas de las empresas líderes exportadoras hacia el resto de los sectores productivos. Tal enfoque demanda operar políticas gubernamentales activas para afianzar la dinámica exportadora en forma concomitante con el fortalecimiento del tejido productivo orientado a la demanda interna. El desarrollo de la infraestructura es factor ineludible. En este enfoque juegan un papel importante temas como la coordinación de las actividades productivas y la recreación de las instituciones apropiadas.Finalmente, los enfoques alternativos conducen a reflexionar sobre el "espacio del desarrollo económico" y los "márgenes de maniobra" de las políticas públicas en los tiempos de la globalización. El punto de partida obligado es reconocer los principios universalmente aceptados en materia de estabilidad macroeconómica, los requisitos de la política fiscal para realizar inversión pública y la importancia de las capacidades técnicas del sector público. The role of the domestic market on creating growth buoyancy in the sub region North of Latin America Abstract: This document attempts to explain the following paradox; despite the fact that the countries of SRNAL have registered an accelerated expansion of exports during the last two decades of a magnitude comparable to that obtained by the successful economies of East Asia and Chile, the growth rate of GDP per inhabitant was decisively lower than in the last few years, exhibiting an elevated volatility. The weak generation of employment provoked waves of migration, elevated poverty coefficients, as well as a substantial expansion of the informal economy. One of the findings of the study is the substantial divergence between the evolution of domestic demand (slow and scarce) and of the exports (fast and intense). The countries of the Sub region, presented a limited capacity in terms of their ability to successfully translate the dynamism of exports into broad economic growth, due to the weak link between exports and the rest of the economy. In fact, the non-exportable GDP per inhabitant experienced meagre growth and in some cases, decreased.It is unquestionable that the countries of the North Sub region of Latin America need to accelerate their GDP growth rate in order to generate employment and to eradicate poverty. The successful international experiences suggest implementing policies that combine external and internal integration, since no automatic mechanisms that promote spill-over effects of leading exporting companies towards productive sector currently exist. This endeavour demands government policies oriented towards turning the buoyancy of the export market into a strengthening of the productive activities that serve the domestic market. The importance of developing infrastructure is unavoidable. This requires coordination of the productive activities, as well as transforming the current institutions.Finally, alternative approaches lead to reflections about the "space of economic development" and the "degrees of freedom" of the public policies in times of globalization. The mandatory starting point is the acknowledgement of the universally accepted principles in terms of macroeconomic stability, the requisites of fiscal policies for carrying out public investment and the importance of the technical capacities of the public sector.
