Abstract
Bajo la supervisión de la CEPAL (a través de su punto focal para la evaluación de desastres en la Sede Subregional en México) y con el apoyo del sistema de las Naciones Unidas en El Salvador, se elaboró el presente informe para el Gobierno de El Salvador. El mismo se realiza en respuesta a la solicitud recibida por CEPAL de la Secretaría Técnica de la Presidencia de la República. Al efecto con el apoyo del coordinador residente del sistema de Naciones Unidas la CEPAL conformó un equipo técnico interdisciplinario e interinstitucional especializado para evaluar el impacto socioeconómico y ambiental del desastre complejo que afectó a El Salvador. Para ello se aplicó la metodología desarrollada por la CEPAL durante más de treinta años y que se encuentra en el Manual de Evaluación del Impacto Socioeconómico y Ambiental de Desastres. El grupo incluyó expertos sectoriales de la CEPAL, consultores de amplia y reconocida experiencia reclutados específicamente, personal de agencias del sistema, del Banco Mundial, el Banco Interamericano de Desarrollo (BID) y Banco Centroamericano de Integración Económica (BCIE). Abstract: Effects in El Salvador of the torrential rains, the tropical storm Stan, and the eruption of the llamatepec volcano (Santa Ana) in Octobre of 2005 and profiles of the project This report was elaborated on behalf of the government of El Salvador upon the request of the Technical Secretariat of the Presidency of the Republic, under the supervision of ECLAC ( in accordance with the focal point of the disaster evaluation of the Mexican Regional Headquarters) and with the help of the United Nations in El Salvador. In coordination with the United Nations system of El Salvador, ECLAC created an interdisciplinary and interinstitutional technical team specialized in evaluating socioeconomic impact and the environmental impact of natural disasters on the Guatemalan society. The methodology developed by ECLAC for more than thirty years was applied for elaborating the evaluation presented in this report. This methodology may be found in the Handbook for Estimating the Socio-Economic and Environmental Effects of Disasters. The team also included ECLACs sectorial experts, consultants specially recruited for the project, with ample and well recognized experience on the subject matter, personnel from different agencies of the World Bank, the Inter American Development Bank, and the Central American Bank for Economic Integration.
