A petición del Gobierno de El Salvador a través de la Secretaría de la Presidencia se llevó a cabo una misión de evaluación conjunta de daños y necesidades entre el 18 de noviembre y el 4 de diciembre del 2009, la cual fue constituida por un equipo de expertos y técnicos externos e internos. La evaluación se llevó a cabo mediante la aplicación de la metodología de evaluación de daños y pérdidas desarrollada por CEPAL y la evaluación de necesidades humanitarias y comunitarias que incorpora metodologías de agencias del Sistema de Naciones Unidas y PNUD, para la recuperación temprana. La misión aporta al gobierno elementos para la estrategia y plan de Rehabilitación y Reconstrucción.Con el liderazgo del gobierno y en contacto directo con la Comisión de Rehabilitación y Reconstrucción, así como con el aporte de los demás ministerios e instituciones pertinentes se hace una evaluación sectorial pormenorizada. Para la misma se realizaron talleres de capacitación y coordinación convocados por la STP; se sostuvieron diálogos con ministros de los distintos ramos y se realizaron visitas de campo por equipos especializados. En la parte científica se contó con imágenes satelitales y un análisis técnico sobre las avalanchas del Instituto Geotécnico de Noruega. Este informe presenta el resultado de una evaluación integral, sobre la base de la información de que dispuso la misión hasta la fecha de cierre del mismo. El Salvador: socioeconomic and environmental impact, and risk posed by the low pressure associated with the tropical storm IDA in November 2009 Abstract: Upon the request of the government of El Salvador, by means of the Secretariat of the Presidency, an evaluating mission was carried out. The mission, which was composed by a team of external and internal experts, summarized the damages and needs between the 18th of November and fourth of December of 2009. The evaluation was carried out by means of applying the evaluation methodology for assessing damages and losses elaborated by ECLAC, as well as the evaluation methodology that incorporates the methodologies of the agencies of the System of the United Nations and the UNDP, for swift recuperation. The mission provides the government with elements for the strategy and plan for Rehabilitation and Reconstruction. Under the leadership of the Government and the Commission of rehabilitation and Reconstruction, and with the assistance of the other ministries and related institutions, a detailed sectorial analysis was performed.  For the undertaking of the analysis, training and coordination work shops were organized by the STP anddialogues were held with ministers of different branches and realized by visits to the country by specialized teams. The report also provides a scientific portion which contains satellite images and a technical analysis over avalanches by the Geotechnical Institute of Norway. Finally, the report presents the results of an integral evaluation of the data base available to the mission until the date its completion.
