dc.description.abstractDada la efectividad mostrada para la realización de proyectos conjuntos en una diversidad de campos de actividad, la figura de las alianzas público-privadas (APP) se ha venido adoptando profusamente en los últimos años en diversos países. En consecuencia, la Comisión Económica para América Latina y el Caribe (CEPAL) se ha abocado a documentar su potencial para impulsar la innovación tecnológica y fomentar la producción de bienes de alto valor agregado como vías para elevar la competitividad de las exportaciones de las economías de América Latina y el Caribe. En ese contexto, el presente estudio reporta una experiencia sui generis de uso de las APP para un propósito que no es común encontrar en la literatura sobre este tema, a saber, el de impulsar el escalamiento y la competitividad de un conjunto de industrias con la intención de incrementar su producción de bienes de alto valor agregado y con ello la proporción de éstos en las exportaciones de la región en la que se asientan. Éste es el caso del complejo de industrias de alta tecnología que se ha formado en el estado de Jalisco, en el occidente de México, y más específicamente en la   región metropolitana de su capital, Guadalajara, que desde los años ochenta se conoce como el Valle del Silicio mexicano". Un factor clave en este caso de desarrollo industrial exitoso ha sido el hecho de que las alianzas pactadas para cada uno de los proyectos con los que se ha logrado lo anterior han sido fruto de una alianza permanente entre los dos sectores. Otro factor relevante fue la actitud proactiva y propositiva que han asumido las organizaciones y los promotores del sector privado, lo cual ha facilitado la concreción de los proyectos y, al mismo tiempo, les ha permitido a esas organizaciones y promotores ser menos dependientes del sector público, estatal y federal. The complex case of high technology in Jalisco, Mexico Abstract: Given the efficiency demonstrated by the realization of joint projects in the diverse field of activity, public-private alliances has become a more commonly recurring phenomenon in several countries in the last few years.The Economic Commission of Latin America and the Caribbean (ECLAC) have attempted to illustrate the potential of a boost of technological innovation and promote production of goods of higher aggregated value as means of elevating competition of exports of the economies of Latin America and the Caribbean. As such, the study describes the sui generic experience of the implementation of public-private alliances for the purpose of describing its ability to promote an upsurge as well as an increased competition of industries in order to increase the production of goods of higher aggregated value and by that the proportion of the exports of the region in which the industry is situated. This is the complex case of high technology industries that have been set up in the state of Jalisco, in the west of Mexico, and more specifically in the metropolitan region of its capital, Guadalajara, that has been known since the eighties as the "Silicone Valley of Mexico". A key factor for creating this case of prosperous development has been the alliances negotiated by each one of the projects. The success in this case is owed to a permanent alliance between the two sectors Another relevant factor for explaining the success has been the proactive attitude that the organizations and promoters in the private sector have had, which has resulted in facilitating a realization of the projects, while allowing the organizations and promoters to become less dependent on the public, state and federal sector."
