Existence and effective use of Environmental, Safety, and Health (ESH) Legislation and
regulations for chemical products and lubricating oils
Each year, billions of liters of waste oil are dumped onto the global world environment. In 1995,
it was estimated that only 44% of available waste was collected worldwide. Therefore, 56% of
used oils are not collected and, thus, they are either misused or discarded by the end user into
the world environment.
In Central America, legislation proposals and/or regulations recommendations have been
derived in certain countries. However their practical applications with rigorous compliance laws
from the government agencies have not materialized either because of the
Existence and effective use of legislation, regulatory, and environment audits to a ssess possible
pollution of soil, water, groundwater, streams, and rivers
Existence of rules and regulations for product formulations, packaging, labeling, packaging,
hazard identification, transportation, and storage
Regulations for monitoring unwanted substances in used lubricating oils such as trace metals,
chlorinated solvents, gasoline, diesel, aromatic hydrocarbons, glycols, and PCBs.
Material Safety Data Sheets (MSDS) for products and products components for locally-made
and imported lubricants
Existence of regulation, compliance procedures, and certification processes for design,
construction, operation and restoration of lube manufacturing, distribution centers, and other
properties and facilities to ensure excellence

COMENTARIOS

a
resum d estos tem sepresentaa continuación:
en e

1.
Los países centroam
ericanos no tienen estadísticascom

.
Sobre el m
ercado, m
anejo y uso d los LU, se m
e
encionaron los siguientes hechos: a) el
uso enlas cem
enteras y otras industrias; b) los program d recolección y disposición iniciados
as e
por algunas em
presas petroleras; c) la rem
oción dom
éstica d algunas im
e
a,
ercial, m
encionándose com
o
a
búnker C d alto contenido d azufre.

as
ala
Nicaragua (este últim próxim a iniciar). En estos program participan o petroleras,
o
o
as
tras
as
e

as
ente
e
(se estim un 6 % enCosta Rica).
a
8.
Existe conciencia sobre la m
agnitud eim
plicaciones del problem de contam
a
inación por
m m
a
ente
DGH.
ayor
iento de las DGH se m
encionan
los siguientes:

a) La im
an
e
ente
a
e
ités
incluir la participación d
e:
Sector Público
DGH u oficina a cargo de
Hidrocarburos
Autoridad Ambiental (Ministerio o
Comisión)
Municipalidades
Misterios de Transporte
Oficinas de Protección al
Consumidor

Sector Privado
Petroleras (representadas por el
CNSIP)
Importadores de lubricantes

Otros
Organizaciones No
Gubernamentales (ONG)
Otros sectores sociedad civil
(Universidades)

Industria (consumidora y productora
de LU)
Transportistas
Importadores de Automóviles

10 .
a
as
e
m
e
as
itación, ya que no podrían
ingresar al país LU procedentes d o países. Este tem deberá ser retom en fases
e tros
a
ado
ae
onización d norm y reglam
e
as
entos paraLU.

. O tem tratados durante el sem
tros as
e
as,
entos generales y norm técnicas para la
as

e
e
entos especiales
y norm técnicas para el m
as
e
los reglam
entos y los procedim
ientos para la fiscalizar la im
portación, distribución y m
anejo d
e
a,
