dc.description.abstractEn las últimas décadas el comercio internacional y la interdependencia entre las economías de distintas naciones han crecido ampliamente. El número de acuerdos comerciales ha aumentado constantemente desde principios de 1990, hasta alcanzar 368 en 2006, y se espera que para 2010 supere los 400. El objetivo de este documento es estudiar los instrumentos con los que cuenta el gobierno de un país pequeño a fin de predecir y evaluar el desempeño de sus acuerdos comerciales, así como mejorar su toma de decisiones en futuras negociaciones y en la administración de las vigentes. Mediante el análisis de los instrumentos se busca responder a las siguientes preguntas fundamentales: ¿;cuál es el beneficio y el costo de la implementación de un acuerdo comercial? ¿;Cómo se relacionan esos resultados con los objetivos con los que el país motivó la negociación e implementación de dicho acuerdo? ¿;Cómo se aprovecha el acuerdo? ¿;En qué medida el gobierno realiza las funciones a las que el acuerdo le obliga? Este documento es el resultado de una consultoría desarrollada en el marco del proyecto para el fortalecimiento de capacidades comerciales en las Américas. Instruments for evaluating the impacts of international trade agreements: Applications for small countries in the region of Latin America Abstract: The last decades have witnessed significant increases of international trade flows- as well as interdependence between different nations. The number of trade agreements has risen steadily since the beginning of 1990, reaching 368 in 2006, and is expected to exceed 400 by 2010. The main objective of this report is to study the instruments by which the government of a small country may predict and evaluate the outcomes of their trade agreements. As such, the report aims to aid the current administrating powers in their decision-making process. By means of the analysis of instruments, the report attempts to answer the following fundamental questions: What are the benefits and the costs of implementing a trade agreement? How do these results relate to the objectives upon which the country was motivated to negotiate and implement the agreement? How are the benefits of entering into the agreement, being? To what degree have the government honoured the terms of the agreement? This document is the result of an inquiry developed within the framework of a project for strengthening the trade capacities of the Americas.
