dc.description.abstractEn este documento se revisa la literatura sobre los efectos del Tratado de Libre Comercio de América del Norte (TLCAN); en el medio rural, las interpretaciones formuladas por diversos autores, así como la evidencia empírica existente. Las visiones divergentes surgen desde los objetivos que se le han asignado al acuerdo comercial: el impulso productivo, la reducción de la pobreza y el incremento en los niveles de vida, entre otros. Por tanto, el debate se ubica más allá de la integración comercial, e incorpora implícita o explícitamente los rezagos históricos y los problemas estructurales. En el período 1994-2003, la expansión del comercio exterior agroalimentario de México ha sido notable. El producto interno bruto (PIB); primario mostró un crecimiento moderado (1,9%);, con un dinamismo mayor en los sectores con ventajas comparativas, en particular las hortalizas y frutas. En granos básicos, los avances están vinculados con las transferencias fiscales, y en los productos pecuarios, con el acceso a forrajes importados. Al tiempo, se observa una concentración creciente de la producción y el comercio, lo cual sustenta parcialmente la hipótesis de una "globalización excluyente". El empleo remunerado ha crecido por los aumentos en la productividad laboral, mientras que el empleo absoluto -incluyendo mano de obra familiar no remunerada- sigue su tendencia estructural hacia la baja. Las políticas públicas han privilegiado las transferencias directas al ingreso de los productores y a los programas de erradicación de la pobreza, cuyo nivel es aún de 51%. Hay carencias en crédito, infraestructura y en la provisión de "bienes públicos", en comparación con los países socios. La conclusión principal es que para elaborar políticas públicas con mayor aceptación en una sociedad rural heterogénea, se tendrán que consolidar primero las instancias democráticas de decisión y representación. The debate over the Mexican agricultural sector and the Free Trade Treaty of Latin America Abstract: This document revises the effects of the North American Free Trade Agreement (NAFTA); on the rural sector, by analyzing the interpretations of different authors on this development, and existing empirical evidence. The differing visions all explore the effects of the trade treaty: productive incentive, poverty reduction, and improvement of quality of life, among others. As such, the debate focuses on commercial integration, while explicitly- and implicitly incorporating features of historical and structural problems. During the period 1994-2003, the expansion of external commerce of the agricultural sector of Mexico has been notable. The gross domestic product (GDP); initially showed moderate growth (1, 9%);, comparative advantages, with its principal dynamic in the sectors of comparative advantage, particularly fruits and vegetables. In basic grains, the advances are associated with fiscal transfers, and in the livestock sector, with access to imported fodder. The empirical evidence also demonstrated an increased concentration of production and commerce, giving support to the hypothesis of "excluding globalization". The level of paid employment has increased by means of labor productivity, while absolute employment-including unpaid home labor - shows continued low structural tendencies. Public policies have favored direct bank transfers from producers to poverty, eradicating programs. In comparison with other NAFTA member countries, Mexico displays a lack of credits, infrastructure and in the supply of "collective goods". The main conclusion of the report is that in order to successfully elaborate public policies in a rural heterogeneous society, it is necessary to consolidate the new incentives with democratic decision making- and representative institutions.
