dc.description.abstractEl trabajo presenta una evaluación lo mas pormenorizada posible de los daños ocasionados por la tormenta tropical Noel. Mediante la aplicación de la metodología desarrollada por la CEPAL, se cuantificó la magnitud global de los daños y pérdidas, así como los efectos globales de tipo macroeconómico. La misión efectuó estimaciones propias de los daños ocasionados por el fenómeno que se sumó a factores preexistentes de vulnerabilidad, en particular severas y reiteradas inundaciones y fenómenos extremos en el periodo mas reciente3, lo que dio como resultado un retroceso en las zonas afectadas y una reducción adicional del potencial de crecimiento y desarrollo del país. Este nuevo evento reitera lo indicado en varias evaluaciones de eventos anteriores, desde el Huracán Georges e incluso antes realizadas por CEPAL en el sentido de que se requiere una estrategia nacional clara y de largo plazo de reducción del riesgo. Los posibles impactos negativos que el cambio climático puede ocasionar al país -aún no suficientemente estudiados en el ámbito nacional pero validados internacionalmente—apuntan a la urgencia de incorporar la gestión del riesgo y la adaptación a eventos climáticos de tipo extremo como parte de la estrategia nacional de desarrollo. Abstract: Evolution of the impact on the Dominican Republic This report presents an evaluation of the possible damages caused by the tropical storm Noel. By means of the methodology developed by ECLAC, the report quantifies the global range of the damages and losses, such as the global macroeconomic effects. The mission carried out its own estimations of the damages caused by the storm, and added them up to preexistent vulnerability factors, such as severe and repeated floodings and extreme phenomenons 3, concluding a resulting backward step for the development of the affected zones, in terms of diminishing the potentialof economic growth and development of the country. This event reiterates the indications of the various evaluations, including those by ECLAC, performed on the effects of previous events since Hurricane George in the sense that the event emphasised the need for a clear long term national strategy for reducing risk. The possible negative impacts on the country due to climate change have not yet been properly examined on a national level despite being internationally validated, and thus create a necessity for incorporating risk management and adaptationplans for climatic events, in the national development strategy.
