dc.description.abstractLos países centroamericanos, México y parte de los países del Caribe han atravesado un período de intensas negociaciones comerciales a lo largo de los últimos 15 años y han suscrito numerosos acuerdos bilaterales entre sí o con terceros países, mientras que los acuerdos multilaterales han estado relativamente estancados. A la vez, los países centroamericanos han entrado en un período en los que han intensificado sus gestiones para alcanzar la Unión Aduanera. La cuestión central de este estudio es si los tratados de libre comercio (TLC);, específicamente el tratado de libre comercio entre República Dominicana, Centroamérica y Estados Unidos (DR-CAFTA, por sus siglas en inglé;s);, y la integración regional centroamericana son complementarios entre sí o si el primero puede tender a desplazar o debilitar al segundo. El trabajo aborda este interrogante, tanto en términos de flujos comerciales (especialmente el de exportaciones);, como arancelarios, legales e institucionales. Las ventajas del DR-CAFTA son importantes para asegurar la permanencia de las preferencias unilaterales otorgadas a los países de la región por parte de Estados Unidos, así como para la atracción de mayores inversiones a estos países a fin de aprovechar la oportunidad de ingreso al mercado de Estados Unidos en condiciones mejoradas, y la posibilidad de desarrollar ciertas cadenas productivas en la región en su conjunto y así acumular reglas de origen para ingresar libres de aranceles a Estados Unidos. Algunos de estos aspectos pueden acercar a los países regionalmente, y una adecuada armonización de normas debería reducir las posibilidades de que los países compitan entre sí, por ejemplo, para atraer inversión extranjera directa. Regional integration and integration with the United States. The course of exports from Central America and the Dominican Republic Abstract: During the past 15 years, the countries of Central America, Mexico and some of the countries of the Caribbean have gone through an intense period of trade negotiations, during which numerous bilateral treaties amongst themselves or with other countries have been signed. Meanwhile, negotiations towards multilateral treaties have been somewhat stagnant. Through out this period, the countries of Central America have also increased their efforts towards a Customs Union. The main question examined in this study is whether the Free Trade Agreements, specifically the Dominican Republic- Central America Free Trade Agreement (DR-CAFTA);, and the regional integration in Central America constitute complementary developments, or serve as a hindrance to one another. The report addresses this question in terms of trade flows (specially export flows);, as well as in legal, institutional and customs terms. The benefits generated by the DR-CAFTA are important to ensure the continuance of unilateral preferences granted by the United States to the countries of the region, as well as to attract larger investments to these countries. These investments are an opportunity to enter the United States market under improved conditions and to develop certain productive chains within the region, and by doing so accumulating rules of origin in order to enable a duty free entrance in the United States. Some of these aspects facilitate regional integration between the countries. A harmonization of norms should reduce the competition among the countries of the region to, for instances, attract foreign direct investment.
